Did you run the VMwareToolboxCmd.exe command and in turn the shrink command argument?
Is there a way to write the VM's Hard Drive out and then recreate a new VM that is smaller.
If shrink it does not work with the VMwareToolboxCmd.exe command then another option is to use disk imaging software that does a file level image to either an image file or directly to an empty virtual hard disk. From there you can swap out the old disk for the new disk.
